On link below, I would be glad to see a textbox referencing how 'sleight of hands' skill improvements works with the feat 'Quick Draw' (especially 10, 15 & 20 ranks) - My guess is *reduce action effort by -1 step of what the table says; Standard->Move Action->Swift->Free Action.

There is no official source of information for how Quick Draw interacts with skill unlocks. Your conclusion is logical, but it would have to be an individual GM call.
